Major Infrastructure Projects
The following projects demonstrate the scope of BL&A services and the depth of experience of our personnel. These projects have been undertaken since 2001. The company has particularly strong experience with development projects associated with significant controversy by providing sound scientific foundations for impact assessment and regulator assessment. Virtually all projects have involved vegetation and/or fauna habitat assessment and mapping.
Examples of major infrastructure projects include:
- Basslink: VIC and TAS. BL&A undertook the detailed assessment of offset requirements for the Basslink powerline project under the Victorian Native Vegetation Management Framework. The assessment involved habitat hectare scoring of numerous vegetation units and determining offset liability from the proposed works. A detailed spring threatened species botanical assessment was also conducted along the Victorian and Tasmanian routes to identify if any threatened flora species were present.
- Port Phillip Bay Channel Deepening Environmental Effects
Statement: Terrestrial Ecology And Project Monitoring, Port Phillip
Bay VIC. This involved assessment of the potential
impacts of the proposed deepening of the shipping channels in
Port Phillip Bay on the terrestrial ecology of the bay and the
monitoring of ecological values as the project is implemented.
The assessment has included an investigation of current values
and threats to the coastal ecosystems of Port Phillip Bay against which the
project related risks can be assessed. Matters assessed included:
- Significant flora and Ecological Vegetation Classes of conservation
significance;

- Matters of national environmental significance – i.e. species listed under the Environment Protection and Biodiversity Conservation Act 1999, including the Orange-bellied Parrot and migratory seabirds and shorebirds;
- Species protected under Flora and Fauna Guarantee Act 1988;
- Protected areas – Ramsar sites, Marine National Parks and Sanctuaries and other National Park areas within Port Phillip Bay;
- Bay-breeding seabirds with state or regionally significant breeding populations and colonies in Port Phillip Bay – Australasian Gannet, Crested Tern, White-faced Storm-petrel and Pied Cormorant;
- Designed and implemented a Ramsar site ecological monitoring program.
- Significant flora and Ecological Vegetation Classes of conservation
significance;
- EastLink Freeway: Ringwood to Frankston, VIC (Thiess John Holland Eastlink Joint Venture and Connect East Ltd). Provided native vegetation assessments and offset management planning for the entire project, ensuring timely response to vegetation protection regulations and early delivery of the largest Victorian Private Public Partnership infrastructure project to date.
